I'm not sure if this is in the correct section.

Does anyone have a copy of the former CAPP 4 - How To Start A CAP Unit  ?

Not a clue on the dates :/  I was searching Knowledgebase for charting a unit and stumbled acorss a question that quoted CAPP 4.

Here we go.  This was one of my projects for FW.  I am currently looking at going forward with it after I get some ES resources completed.  I will have to pick and choose on projects but a couple involve resources for new units and fixing broken units.

The general approach is frameworks.  The idea is empowering wings and groups to fix their units (or establish new ones) or allow a unit to fix themselves.  This requires flexibility, not top-down requirements.  It requires accountability but not micromanagement.  Providing several options to one end (success) is best.

It's not an easy project but I think the approach is the only real way to go. 

The Unit Commander's Handbook that I'm working on goes with this as well. 

Empowering CAP members and units - that doesn't have to die with the National Board's vote.
