From the Knowledgebase....Are cadets allowed to participate in paint ball or simulation-type activities?
Paragraph 2-11c of CAPR 52-16 Cadet Program Management EFFECTIVE 1 FEBRUARY 2011 .

c. Paint Ball & Simunitions. Due to liability, public image, and safety considerations, paintball is not authorized as a stand-alone CAP activity. However, to maximize career orientation opportunities, cadets may participate in paint ball or simunition-type (force-on-force marking cartridge) training activities only with the written permission of the wing commander, and only under the supervision of a law enforcement agency or military unit. During these activities, cadets must wear protective equipment to include, at a minimum, head and face protection, plus any additional gear required by the host agency. Throughout the event, cadets must be under the direct supervision of a non-participating senior member. Cadets must also obtain written permission from their parent or legal guardian via a completed CAPF 31, Application for CAP Encampment or Special Activity, to participate in paint ball or simunition-type activities.
Would like to solicit input on this from y'all before forming an opinion of what this means exactly.
There was also another letter put out calling a halt to all that for more time right after this came out. I think it was related to this, too. So before forming opinions, it might be best to wait for NHQ to give their next opinion, so yours/ours can be based off that.
this is what prompted the ICL that came out on 11 FEB 2011 placing a halt on all "High Adventure" type training until 1 April. It pretty much leaves the interpretation to the Wing Commander until such time as a new pamphlet is released.
Wow, that even further reads like they freaked out that the text even got into the new 52-16 in the first place and are still scrambling to see what they can do about it.
I mean.. didn't they read it during drafts?
So yah right now it's still forbidden until 1 June or the publication of the HAA pamphlet.
I guess the intent was to have something in place before the summer activities.
Interesting that they are making something this 'important' pamphletory rather than regulatory, isn't it?
Though i'm not sure that the NB has to authorize a pamphlet...
It's very, very easy to turn a pamphlet into regulatory guidance.
(whatever number) High Adventure Activities will be conducted IAW CAPP 52-X.
