Most encampments do not offer that as an opportunity - the term is a misnomer. You won't be "camping", and the curriculum
will focus on generalized skills needed to be a successful cadet, not ES, though some encampments have a light ES component.
You should be able to complete your GT ratings at your home squadron.

That's something you'll have to ask of your squadron leadership. Encampments are cadet programs, not emergency services so its unlikely that you'll have any opportunity to do that training there. Your squadron's emergency services officer is the person you should direct that question to (through your chain of command, of course).

As far as actual ES training, Eclipse is right. The biggest ES-related activity I've seen or heard about at an encampment is an L-per demonstration, which wouldn't count for anything, as most of the cadets are not listed as GTM3 trainees and nobody is evaluated on the activity. :(
