Kind of a bummer. What wing were they a part of?

The article has a number of misstatements about CAP, starting at the first line, however if they were running it as a "youth program",
than that was a big part of the problem.
"A lack of adult volunteers has caused the youth program - the official auxiliary of the U.S. Air Force - to end its decades of service in St. Thomas.
The island's last squadron was shut down officially Oct. 31.
"We don't have an option, we really don't," Major Sally Browne said.
Browne, the acting commander of the St. Thomas USVI Composite Squadron, said the Civil Air Patrol has been struggling on St. Thomas for the past few years from a lack of interest by young people and a lack of commitment from adult volunteers."

Yeah, along those lines, all the units in the USVI fall under PRWG. It's a shame that it closed, maybe the article will prompt someone to attempt to re-open it...
The former Puerto Rico Wing changed its name officially to Puerto Rico & U.S. Virgin Islands Wing about three weeks ago. Related? Maybe. It is believed that PR Staff has made absolutely nothing to foster increase of USVI membership and that USVI is number 100 on the Top 50 list of things to do in San Juan. I can't recall the last time a PRWG CC visited USVI on official matters and attended USVI activities to let them know that there is a leadership to support them, train them and assist them. I wonder if United Way of St. Thomas' annual funding of $12,000 for the USVI unit keeps flowing into to the San Juan account. Not intended to criticize the Wing Staff.
