Can a C/CC create and setup a cadet chain of command that does not follow a normal chain of command. What should be followed when a C/CC creates one?
What is being accomplished here? What's wrong with the standard set-up for cadets currently in CAP publications?
There isn't a standard chain of command. The Cadet Staff Handbook outlines some examples that units might follow depending on their size and experience of the cadets.
So, a unit can set up any cadet structure they see fit, based on their needs. This doesn't mean that they can have cadets holding senior member positions (like unit finance officer), but can do things like eliminating the position of Cadet Commander if they only have 5-10 cadets all of whom are under the grade of C/2d Lt. Perhaps the unit doesn't need a first sergeant. Maybe they need two first sergeants and no flight commanders.
The possibilities are endless. I would recommend reading the section in the Cadet Staff Handbook and going from there.
Like what? You cannot create off the wall position that have no precedent, but you can modify a 'standard' chain of command to suit unit needs by deleting unneeded positions and the like.

In reality, you can create whatever positions you want in your unit. There isn't anything that mandates a specific structure or says that you can only have cadets in a specific list of pre-determined positions. If your unit needs/wants a "Cadet Nursing Home Assistance Scheduling NCO" they can create one and put them somewhere in the Chain of Command. If they want a "Cadet of the Quarter Record Keeper NCO" they can create one.
I do think that for the command/supervisory positions that the general positions listed in the Cadet Staff Handbook should be followed because they have already been designed to match the progression of the cadet structure. However, if they need modification or alteration, that is certainly at the discretion of the unit commander.
