I don't see this as a Black Program.  We probably gave them the system, taught them how to use it, all in return for any info produced.  We flly them on our side of the border: what is the big deal?

Maybe Mexico is trying to get people to quit jumping the border into the US too  ;). That was just monitoring the border. >:D
