Title: Air Search and Rescue Ribbon question

In the regs it states:

"Aircrew Members. A bronze three-bladed propeller device will be worn centered on Air Search and Rescue Ribbons earned as aircrew members. Credit will be given for participation in flights as either pilot or observer."

So does this mean the Mission Scanner cannot qualify for this ribbon?

What is the date on the reg you cited, presumably CAPR 39-3? This one (http://members.gocivilairpatrol.com/media/cms/R039_003_83459660D4F44.pdf) has no occurrence of the word observer in it, and is dated 22 FEBRUARY 2010.

AFAIK, everyone in the plane qualifies for any awards earned during a mission.

Paper copy, by any chance? Printed on 11x17 paper, folded and stapled?
