Some comments:

The term "Public Affairs Manager" is used several times, but I don't know what that is supposed to mean in relation to CAP though there is a hint that this is supposed to be a collective term for Wing and Region PAOs.  If that is the case, they probably should put that term in a reg someplace, if it is even needed.  Later in the document that term is used to describe ad hoc team leaders.  Need to get that fixed. 

Personally, I don't like to use the term "objective" as the highest level part of the plan.  I like to go Goals - Objective - Tactics (or sometimes "strategies" is used).  But, that is just how I was trained in planning, I suppose it doesn't matter what the exact terms are.  Also, it is way too repetetive to list again all the same objectives after each "goal" is described. 

Looks like they're a little behind their target date (1 Mar) for implementing new PIO training standards (desperately need to be improved).  Actually, seems like they've missed almost every target date in the document. 

Don't have a measure of success to track if they actually do increase press releases by 20% and is putting that back on the wings (say hello to the regular report forms that got done away with a while back). 

Some good stuff in here.

I think the manager thing is these volunteer teams that I understand Maj Gen Courter has put together?  If that is correct, these are a very positive step forward.

Very pleased to see nowhere in that document was the triangle thingy used.

Beyond that, it looks like a good framework.

I like it too.  I am also pleased that it lacks the Triangle Thingy.

I'd love to work on some of these projects, at least in theory.  I developed a lot of the stuff that they are planning some years ago.  I'm reluctant to try, though, because I'm done with running into roadblocks.  I've taken many of the things that I originally developed for CAP and implemented them with other organizations quite easily and without the hassle that I had with CAP's complexity. 

For instance, the online Public Affairs training.  I developed that stuff like 4 years ago and it is already in an online format with all the standard e-learning goodies implemented.  PAWG shut down my e-learning site because the training was not "official" or "sanctioned by NHQ."  Some of the members here on CAPTalk had accounts on what was the PAWG e-learning site before they told me to make it go away in favor of links to NHQ's PowerPoint presentations and PDFs.
