Air Force is training apes of various types in simulaters to fly nuclear missions. One ape is transferred to the Base (Eglin?) from a university project where he had learned to communicate by sign language at the same time Broderick is assigned to the lab. Broderick finds out that eventually all the apes die because they are subjected to a blast of radiation at the end of their last simulation. He frees them and they (the apes) steal an AF Bronco and fly off to the Everglades where they establish an ape colony.
as sort of an side, ive noticed a few CAP ribbons in shows like JAG and even in movies
THey're usually on the uniforms of "officers" of non-existant nations.

And more then a few CAP ribbons look just like some National Guard ribbons too.
