Here's a two part question:
As a VFR/IFR CAP Pilot (No MP, TMP, Orientation, Instructor due to low time) can seniors be carried as passengers, during currency flights? For example, they just want to come along for the ride?
Secondly, can an Observer and Scanner be carried by a VFR/IFR CAP pilot, so that the Scanner can progress on his/her MO SQTR? If the MO needs the pilot to fly the a/c a certain way (Search Grid for example) the pilot can simply fly that, while remaining within safety regulations of 60-1.
#1 - If they are members, yes.
#2 - yes, however someone in the plane needs to be an SET for the respective specialty in order to do any sign offs, if not, though,
there's nothing wrong with just going up and taking people to do some proficiency stuff for the sheer practice - in fact the USAF encourages
it and you should fly those as B's if you can to get the FECA protection.
Mission credit would, of course, require an MP.
Not a pilot....but AFIK....if you are checked out on the plane (CAPF5) you are free to carry any passangers (assuming those passangers are legal paxs).
So...yes if you are just zipping around on your own dime in the CAP 182....I see no reason why you can't have a CAP member as your passanger.
Also if you are a SET for MO or MS then there is no reason why you can give instruction while you are doing your flying...in fact I wish more pilots would think of this when they schedule up the airplane.
It would not however count as a mission for those trainees.....but air time is always a good thing.

Just FYI: SET is not required to train someone. SET is required to evaluate them against the task guide and either pass or fail them. Anyone can provide training.
The sign-off on a SQTR is not saying that the person signing off the student
trained them, it is saying the person signing off the student
evaluated them and that they passed.

That is true......so....if he was a qualfied MO or MS then he could fly and train with a trainee...but could not sign off anything.
Either way......if I am following things correctly....a CAP pilot could fly with any other CAP member and do training (if he is qualified).
Just a minor nit: if a pilot is named a CAP VFR/IFR pilot, he/she must have completed a Form 5 checkride within the past twelve months, so he/she is designated a Transport Mission Pilot. Suggest that you go to 60-1 for the correct verbage and description of what a TMP can and cannot do.

I don't believe that is necessarily true. The TMP designation requires that one have 100 hours or more of PIC time, the CAP VFR Pilot does not. So, during that interim period, someone could easily be a CAP VFR Pilot, but not yet qualify as a TMP.

TMP is a ES achievement and CAP VFR/IFR Pilot is not a ES achievement. TMP requires a GES achievement (Lvl 1 plus CAPT 116), IS 100, and IS 700. CAP VFR/IFR Pilot does not require any of these (except Lvl 1). I am not sure if the Aircraft Handling Video is required of a CAP VFR/IFR Pilot.

It is, with an annual refresher.
Where is the Aircraft Ground Handling Video recorded and then tracked for CAP VFR/IFR Pilots? I am trying to find it and can't see it outside of a SQTR.

I was just looking for where the requirement was tracked for a CAP VFR pilot. I just had several (more than two) pilots join the squadron that will be CAP VFR pilots with cadet orientation pilot quals way before they can work through the requirements to be mission pilots.
