Does "marriage after the age of 18" mean...
they can marry before being 18 and continue to be cadets until 21...
or
they can marry before 18 and when they turn 18 their cadet status is removed?

It's about going and doing the EASIEST thing rather than squarely taking on a few items such as a an out of date reg
AND for you newer CAP folk...Take a look at those Specialty Track dates on the Stan Eval and Operations Specialty Tracks...
Think those 1985 "publications" could use a little updating in the Internet age, huh?

...well, they will soon run out of easy stuff and be forced to the hard stuff.
You can also see how much controversy the hard stuff brings out.

Let's look at CAPR 39-2:
Quote2-6. Marriage. Married cadets who reach age 18 as well as cadets who marry after age 18, will furnish NHQ CAP/LMMR written notification along with a completed CAPF 12 and fingerprint card at which time they will be transferred automatically to senior membership status. Additional membership dues are not required for the duration of the current membership year; however, upon expiration of the membership year, they will be billed as senior member renewals.

Two issues I see with the section about cadets and marriage:
1. This paragraph suggests they must request senior membership. It only outlines the solution for those newly-married cadets who want to become senior members. If a cadet has no desire to become a senior member and submit fingerprints, or if they become otherwise ineligible for senior membership, there
is the option to ride out their current membership year as a patron (this is technically an option -- a cadet can become a patron member, right? -- it's just not clear that it's really an option by this paragraph's wording. It should also clarify that they can be terminated if they fail to submit the required F12/fingerprint card or 2A to transfer to patron status or if they'd rather quit CAP. Right now, the paragraph's wording insists that the newly married cadets request to become SMs when maybe they really don't care to be SMs.
2. Set a time limit. The paragraph says that written notification will be sent to NHQ along with F12/Fingerprint card. It doesn't say how soon that's required. Obviously, the minister won't be presenting the couple with a F12 and fingerprinting them at the same time they sign the marriage license, so there should be clarification as to the timeframe. In other words, add the verbiage: "...postmarked within 10/30/60/XX days of the date of marriage." Otherwise, you leave the window open for local interpretation and stretching of the rule so Cadets Smith and Jones-Smith can go to the upcoming encampment as cadets after their wedding while they are "still working on getting their fingerprint card done", etc.
Suggested Rewording:
Quote2-6. Marriage. Married cadets who reach age 18 as well as cadets who marry after age 18, will furnish NHQ CAP/LMMR written notification within XX days of the date of marriage and will either:
a. Submit a completed CAPF 12 and fingerprint card at which time they will be transferred automatically to senior membership status, if eligible. Additional membership dues are not required for the duration of the current membership year; however, upon expiration of the membership year, they will be billed as senior member renewals.
b. Submit a completed CAPF 2A requesting transfer to patron status. They will be transferred to patron membership status and additional membership dues are not required for the duration of the current membership year.
c. Submit a completed CAPF 2B requesting termination of membership.
