Col. David Carter - CAP remembrance

CAP member comments:

Retired Air National Guard Master Sergeant.  Basically created the Ground Search and Rescue team checklists, that is the basis for the current CAP SQTR System.  He was a member of Appalachian Search and Rescue, Tidewater Search and Rescue, 50 year CAP member.  I think his official last posting was Advisor to the Commander of the Virginia Wing.  Although not active in any specific role, his dedication was teaching ES topics.

He basically taught everything from Search Theory, He created courses for Branch Directors and Section Chiefs that covered all the SQTR'S but were much more advanced using information from the FEMA All Hazards program.

He taught everyone how to do it on paper and then how to apply it in the digital age.  My mission kit still has carbon paper so that when I handwrite documents I can create copies at the same time.  His process was meticulous and everyone that passed his courses were super prepared to go to training.
