39-3 seems unclear on this: If I wanted to recommend a unit other than my own for the Unit Citation award which squadron commander needs to sign the form 120, my squadron commander or the commander of the squadron that I am recommending?
You sign it, as the recommender. It would than go through channels to Group, Wing, Region, and National HQ (assuming they all agree with the award).
