I was trying to fill out the cadet program application online, but the height space only has 3 available spaces for characters, therefore eliminating using a number, apostrophe for feet, number and quotation for inches. Do I measure my height completely in inches? Thanks.

That would work, so you might as well use it. Convert your height into total inches, and you can write it as XX" to fit into the 3-char. limit.
