Does anyone know how the new STEM and Cyber badges are supposed to be work on cadet uniform.

Not completely accurate. 39-1 doesn't have to be updated for anything new. However, there has to be
something official that authorizes uniform wear.
The easiest thing to do would be to have a change written up and posted for 39-1. A smart practice would be to include a copy of that posted change in the pamphlet that outlines these new badges.

My prediction would be Where seniors wear the specialty track badges, centered on the left pocket, maybe right pocket if rocketry badge is worn. We'll see once they put it out.
