What if a requirement for promotion to BG or MG was appointment by the SECAF? Generals in the military are approved by the President. What if ours were approved by the Secretary?  I mean we are at his/her disposal operationally, aren't we?  Also, any failure on the part of the CC/NHQ or CV/NHQ would be of consequence to the SECAF and these people would be accountable to someone (not currently the situation) above them.

Name your criteria for such an appointment.
Also..any RLO's: what are the requirements for 0-6 to 0-8?
