If you are just walking around and wearing your uniform outside of an activity or meeting or traveling to or from one it is completely unacceptable according to the regs.

I wasn't wearing the jacket, because it was over 100 degrees, and I was running to break in my new combat boots.
Then just run in combat boots and pt gear.
