Can anyone tell me if college transcripts are still required for the CDI application?

Thanks

No they are not. The only requirements are:
(1) Being a CAP senior member
(2) Completion of Level 1 of the senior program
(3) Completion of Training Leaders of Cadets (TLC)
(4) Completion of Basic Instructor Course (BIC)
(5) A letter of recommendation from a non-family member, non-CAP member of local community attesting the candidate's moral and emotional qualifications to serve as a Character Development Instructor
(6) Submission of form 35A signed by the unit commander
The wing chaplain will conduct an interview, sign off on the application and send it up the chain for revision and eventual approval by the Chief of Chaplains

Your sig block indicates that you are a retired Army Chaplain.   Why apply for a CDI appointment, when you can apply to be a CAP Chaplain???   :)
Disclaimer:  Not to be confused with the other user that goes by "Chappy"   :)

Not to mention that Chaplains cannot serve as commanders or testing officers
