With all the holidays, end of Fiscal Year, and The Vid, probably longer.
Active members will receive an eServices sign off notification once it's processed,
and be in Pending status until the BGC clears.
I've seen 3 weeks. I've seen 3 days.
Less than a month is a good generalization.

While in the pending status, can they work on Level 1 or do anything besides attend a meeting?

They can do nothing until they show up in e-services. You can't do any of the training for Level 1 because you're not in the system yet.

So how do they know their in the system? Does CAP HQ email them and say "You're good to go" or does it come down the chain and someone at Squadron (or higher) call/email them that they are good to go?
I "assume" they cash the check regardless if they're good or not?

The member gets the notification directly to the email provided on the application.

You can participate in anything which does not require Level 1, which is more then most people think,
including flying CAP planes and taking a Form 5.
Until there is "LSCode: A" next to your name, certain things won't be clickable or available in eServices.
You can't be unescorted w/ cadets, you can't do ES, etc.
I was just notified that the member in question just got an email with a CAPID, so she's cool now.

Not only possible, it's pretty much routine depending on how long the FBI takes to do their part.
7-10 days. Ish.
And the FBI check is nearly immediate. The cards never leave NHQ, they get scanned and, at least a few years ago, there was a PC/server there that was VPN'd to the FBI for that verification system.

The squadron will not.

Over the past several years, I don't think I've once seen a new senior member pop up on my rolls who didn't have the 'A' already. Like NIN said, pretty much immediate; unlike days past when it would take days or weeks longer.
