Folks, what do you do about a member who is so full of themselves that they generate pre-filled membership applications? What I mean by this is they complete in MS word the Unit name and address (this is cool), then they put their name for the person who is most responsible for the new member joining. When was a recruiting officer, there was a member who would always replace all of the blank forms with the pre-filled forms. Now I don't care about getting credit for the member joining or not. My complaint is if you had nothing to do with the member joining, where do you get the audacity to fill these forms out like this? When I saw these forms, I told the member that I would not give a perspective paperwork like this unless that member was going to assist me in informing them about the program. The member told me that they could do it if they want, then proceeded to rub in my face that they were one member away from getting a device on the recruiter ribbon. Congratulations, you've just been dubbed the laziest person in the unit. Needless to say, those forms met the shredder in the most unpleasant introduction.

Sounds like the proper place for them. 

Now, if I was personally leading up a recruiting drive I might do that much just to speed the process along, but thats about it.

Yeah, that's understandable. But to have them in the unit's file drawer was the problem. I don't think the member was too happy about that. And no, I didn't shred them right in front of that member. Less trouble that way.

Pre filled out forms are great unless you go to far which is what is going on with that member.  That bling collector is lacking integrity.  When this member requests via the 2A
the device for the recruiting ribbon I'd make it as difficult as possible for him/her. Ask for documentation on all members recruited by that member.  Might seem like to much for some but I'd go so far as to ask some of those recruited by said member.  If they'll fudge or lie about that, what else is at stake?

Well given the position this member is in, I'd say a lot. Asking for legitimate documentation is great, and something I never thought of. Unfortunately, 2a's were never done for some ribbons. I was almost always told to "not worry about it". I think I did 2a's for Encampment ribbons, find ribbons, and cadet award ribbons.

This whole concept is just nuts...   ;)

In my squadron that particular blank on the membership form is filled out by the new member.  The new member gives our personnel officer the name of the CAP member (if there was one specific person) who was most responsible for their joining. We then supply the associated CAPID, and we record that info in SIMS for later tracking of whom deserves a CAPF-2A for a recruiting ribbon.

Seems like giving anyone other than the new recruit the authority to fill in that blank is like having the fox guard the henhouse.

I ran into a similar situation some years ago.  A member of my wing had access to the "member packets" that were being sent out when a request for membership info came into the Wing HQ.  All went out with his name in the box, and in 1998 or 1999 he got top recruiter.. problem was, you'd ask someone "Oh, {redacted} recruited you?" and they'd say "Who?"

It was utterly bogus.

I preprint them with the unit information and the place for my signature,  it just makes my life easier.  I also personally talk to the prospective member, including "I see Cadet Bagadonuts recruited you, how do you know him?"  That way I can be sure that someone gets actual credit for recruiting and not just for handing them a form...

We do that during New Member Inprocessing Night. Our new member database kicks out a fully filled out CAPF 12 or 15, to include all the unit info and the recruiter's name (I thought about doing a cross reference to my squadron's CAPWATCH DB so that it would fill out the whole shebang there, CAPID and all, from a pick list, but I'm lazy and its more flexible to use a text box and look their CAPID later.  Also, it allows us to input someone else's name from another wing (and I let NHQ figure it out..)
