Cadet professional development

Working as the deputy of cadets and the professional development officer, I know some of my cadets have completed the communications tech rating.  How does that get entered into the specialty track only seniors pop up on it?  Is it only recorded on paper for cadets or must it be faxed to national?

It doesn't.

Cadets can earn the badge, but not the rating. It's all locally tracked.

I've been tracking via the check list in CAPP-214, signing when complete, having the unit commander sign and then stuffing it into the cadets file as authorization to wear the badge. (only actually had to do this once so far)
It's timed as well. Cadets have 4 years after transfer to senior status to complete any additional requirements for each level.
