What rank would a cadet, holding the Wright Bros. award, become when transitioning to a senior member? And what regulation is it stated in?

Senior Member. Once you hit the Mitchell, the you start at 2nd Lt

In your sample, the member would hold the initial grade of "Senior Member".  As mentioned by others, there are higher initial grade appointments available for higher cadet awards but those appointments are also based on the members age.
