8.3.8. Headgear. Headgear is not required with the CFDU. The CAP baseball cap may be worn. Wing and region commanders may prescribe color, unit designation, and/or emblem to be on the baseball cap. Appropriate civilian headgear may be worn during inclement weather. The USAF-style flight cap is not authorized for wear with the CFDU.

Usually the unit commander. Check the Cadet Programs reg - it lists who the appropriate presenters are for each milestone.

Cadet Programs Management & Activities / Milestone 1 Presentation

Since we're an almost 1 year old squadron, we have 3 cadets approaching the Wright Brothers Milestone Award. Who commonly presents the certificate? Squadron Commander? We're an in-school unit,  so I'm thinking of maybe having the pricipal or superintendent present it. Then, when we get a cadet to Milestone 2, invite our small-town mayor.
