ES Badge for Cadets

Hello,

I'm having trouble finding any documentation on whether or not cadets can earn the ES badge. I've read on here that if cadets complete all the requirements of CAPP 70-3 that they can wear the badge, but I am not sure how true any of that is, as it says that completion of Professional Development Level 1 is a prerequisite for the badge.

Any help or information would be great.

Level 1 is a Senior Member program required to achieve the rating.

Cadets can earn the badge by completing the appropriate requirements other then the staff postings.
It does not translate to a senior rating later (directly), though some of the service may be applicable.

"a. CAP Basic Emergency Services Qualification Badge: Complete all requirements of
CAPP 213, Emergency Services Officer-Specialty Track Study Guide, Technician Rating.
Cadets can earn the Basic Emergency Services Qualification Badge as they can complete all of
the requirements for this rating, though they cannot officially receive the Technician Rating until
they become a senior member."
