ACET training

Has anyone had this problem...... member in my squadron is an observer, but tried to do the ACET training online and it says:    The following is required before starting this course:
Qualification/s required: Instructor Pilot-Airplane

This course is meant for non-pilots......could it be set up on NHQ/eServices incorrectly?

I believe that the release from NHQ said that they were training instructors first before the program opens up.

That's my understanding as well.

CFIs can access the material and then set up training programs for non-pilot crewmembers based upon that material.
