I am looking to get ES qualified as a "Mission Observer", but I don't know what to do. I Have seen the list on e-Services, and I am very confused. I have heard of a "Green Book" used or ES qualifications, but I don't know what that is. Can someone help?
You become qualified GES first.
You then work on becoming a Mission Scanner.
Only then, you start working to become a Mission Observer.
The little green book you are referring to is probably the task guide. You can download a copy here

It will take you a while, but if done correctly you will actually learn a lot.
You won't be able to do this without local support and mentoring. Unless you go to NESA, expect the process to take at least a year.
At NESA you can potentially complete MO walking in the door with no experience, in a week.
You must first qualify as a mission scanner, that will take some online training, familiarization and prep tasks, and at least two successfully evaluated missions (training or actual). Once you have completed that qualification, you can begin training as a Mission Observer.
