At 18 they could still make it to Captain by 21 by getting their Spaatz...

if he's a C/SSG as he approaches 18 years old. He'd has a possibility of being awarded the Spaatz, but it's not a high possibility. Going to college while trying to attain the next 13 achievements is not easy. Better off to follow the plan he has already considered.
