I'm new to the role of ES Officer and I accidentally hit "not approve" on E-services operations qualifications section. :-[ How would I go about reversing this?

Re-submit it.
..you can even do that, too. Just bring up the members record and do whatever it was you said no to. It will show up in your queue again.
