If you're going because you're interested in a transfer, it should be out in the open when you do that as well. If you don't tell anyone until last minute, you're commander is likely not to be happy about it at all.

Or you have exhausted your patience with your Commander and are now researching where to transfer to.  You don't have to tell a single person.  E-Services does that these days. 

Telling your Commander you are transferring may actually cause more problems.  He or she can be a real idiot and do things that are not nice. 

If there is a rule that says you can not go to other unit meetings, and talk to the members there....let me know.  I will thank you and inform everyone I know.
