This is what I'd recommend as well. VERY few instances for TIG waiver are ever approved. The ones that are tend to involve positions at/above Wg and/or a big political element. Even if I could get something like that approved, I wouldn't want to be beholden to anyone.

That was my point.  Wing could have denied it because he didn't qualify.  Sent the denial back to us and we would close out the action.  Instead, they (Wing, Region, and Nat'l) drug it out and left him hanging wondering if he was going to get the promotion or not because he wanted to attend the National Staff College.  When that passed he dropped the request himself.  They never did give him a reason.  I think it was inconsiderate that's all.

He was much nicer about than I.
