CEAP In High Demand

Both kids applied, both were wait listed due to high levels of participation this Spring.  The email stated that if this isn't your first time attending there's not much chance you'll get funding.

Seems about right. Priority should go to first time attendees.

For cadet officer there is a requirement to go to an (meaning one) encampment.  People who have never gone, and need financial assistance should be put in front of people who have already gone who need financial assistance as there is no requirement for a second encampment.

It is our official policy based on the funding guidance from our AF colleagues that priority goes to first time attendees.  In the past we have had limited funding available for 2+ attendees, but the OP is correct that we have had a high demand for this outstanding program so far this year.  2+ applicants should not count on receiving funding.  Which is what we are telling them.  If we have it, we will distribute it.  But it is unlikely that we will have a significant amount left over after servicing the first time attendees.
