What I want to know is how it is these things come back down anywhere near the launch area...

I've been thinking of launching a Contour camera on a couple balloons like that, it seems that we read about these things coming down near the same area yet .. maybe we just don't read about all the rest that don't.
Put a trainer beacon on it ;-) Send up a plane..
Unless you screw things up, high altitude balloons don't usually come down anywhere near the launch point. One group recently flew a balloon from North America to Europe....There is software to predict a balloon launch landing point, and its not too bad. Of course, some people believe that Legos have already been in space, and are an alien technology designed to damage the feet of barefoot parents in advance of the alien space invaders.
