Where do cadets upload their Background check paperwork/clearances?

I turn 18 soon and am in the prosses of submitting my background check paperwork. I have all the checks completed as per the below link and have completed the quiz portion of the CPP course(Just need to do the leadership summery conversation).

I click on my name and then click "Clearance Certificates" as referred to in the said link and the page comes up as "Unexpected Error"(see attachment). If this is where I am supposed to be able to enter them then I will email in as the link asks to, though I want to ensure I am doing this correctly first.

Am I going to the correct spot to enter my background checks?

In Eservices, Clearance Certificates is for federal security clearances, ie. Secret, Top Secret, etc, not state level clearances, like PA.

He is a Pennsylvania cadet and this is Pennsylvania Wing specific.

It say you may get an error if uour file size is more than 2MB. Check that and you may need to save it so it is smaller.

That is not a factor yet, I'm not able to get to the page where I would upload said file.
