Mornin' all, I got asked a question about the basic non-V disaster relief ribbon criteria. 39-3 says the basic eligibility is 5 actual/training DR missions and completion of 2 of the listed class options.

First, that is an "AND" which means both the missions and courses are required, yes?

Second, what counts towards the DR mission criteria?

SarDragon

"AND" includes five missions and completion of any two of the seven listed requirements.

DR missions are designated as such when called out, and can be a variety of efforts. They can include hurricane relief, disaster shelter support (COVID shelters came under this), food bank work, etc. All of this must be certified by disaster relief agency.
