Mixed Responsibility?

If someone at Wing HQ faxes a form in to NHQ, shouldn't it be a mixed responsibility as to if the form is processed or not? Let me give you an example as to what I mean.

Say there was a PD course just offered in your Wing. For your Wing, it would usually take about 2-3 weeks for that course (whether it be SLS, CLC, UCC, etc.) that you just took to post on eServices, but it doesn't. Who should follow up? I can only assume the Wing PDO or DA, but I've been wrong in the past. Would you be so bold as to contact Susan Parker to find out what the deal is? What should be done to where you aren't stepping on toes, but you are getting results?

It is the responsibility of the Course Director to forward the appropriate paperwork (F-11) to get credit for each of the students.  I would contact the director and find out what was going on. (BTDT).

I would say the next step would be the echelon commander or the designee who appointed the Course Director.  The designee is likely the Chief of Staff or the Director of PD.

You would be correct. The problem is, no replies to emails expressing concern.

I wouldn't contact NHQ, because NHQ is actually very good at processing things to post to E-Services in a very timely manner.  If it's not posting to E-Services, 95% or more of the time, it's because NHQ didn't get it (or didn't get it in an acceptable form).

Wing Administrator might be good for information.  They might be aware of a hangup in sending it out, or it might be in his or her pile of stuff to do.  Plus, you can probably just call Wing HQ and get a hold of the administrator in a timely manner.

The course director should have a CAPF 11 forwarded to wing within seven days and then it should be forwarded to Nat'l within 14 days.  Re: CAPR 50-17 para 4-6e and 5-3f.  The wing PDO is ultimately responsible for ensuring that all this happens.  If not the wing commander should be notified.  I wouldn't bother the wing administrator over this issue; it's really not his or her responsibility.

For the TLC I did, I scanned the CAPF 11's (one for each day, separate for instucors and students - 6 total pages) and emailed them to the wing PDO and National (National was sent as an FYI). A couple days later I followed up with a call to National to verify that my actions were appropriate. Was told a) they were, b) thank you for the follow-up, and c) they'll be posted in 20 mins.

National will handle things fast, if they get the appropriate paperwork. That is one thing I am planning to emphasis when I do the "How to Direct a Course" seminar at the COWG conf.

Any chance you were given a copy of the CAPF 11?  I don't remember which course it was, but several years ago one of my course completions never showed up (and wing was no help).  I faxed my copy of the CAPF 11 to NHQ and they updated my records.

No. I've been trying to contact the few people who were responsible for the course, but no luck. I do have the certificate of completion. I'm half tempted to fax it to NHQ, and have them update accordingly.

National will most likely accept it.

The CAPF 11 for SLS (or CLC) needs to be signed off by the Wing Commander. If your copy has that signature I'd fax it to NHQ.

NHQ PD is understaffed and they closed for a Christmas break. If the course was recent it may be in the working pile.

Any time I've had to resolve PD issues Jennifer Carrol, the PD registrar has been great.

Thank Major. The course was held in November. I recently emailed Susan Parker only to find out that NHQ never received anything regarding the course. I think I'll have my wife fax the certificate tomorrow.
