I can think of a very good reason for CAP, especially cadets, not to get involved in weather spotting.

"Dude! Tornado warning! Let's hit it!"
"Um, Tommy, I think we'd better be careful."
"Aw, man. But you're right. ORM am I right?"

*drive to where warning was issued*

"Whoa. Look at those clouds..."
"Kinda hypnotic, ain't it?"
"Yeah. Remember you said I'd get a date with your sister when cows flew? Looks like I know what I'm doing tonight!"
"Shut up! That's my sister!"
"The cow?"
"&^($^&**@"

*brief fight ensues, whereby they are immediately swallowed up by an approaching tornado they didn't see through the rain veil*
