New Operations Specialty Track Guide

For those who haven't noticed, there is a new CAPP 211, Operations Officer Specialty Track Study Guide,  accompanied by the now-obligatory implementing ICL, posted on the eServices home page.

This specialty track subsumes the Flight Operations specialty track, which no longer exists.

One of the key changes, in addition to incorporating Flight Operations, is that one is not required to be a pilot to participate/progress.
