Dose anybody know what criteria was used for the awarding of the Communications Service ribbon. Also where I can find the reference in writing. Any help will be greatly appreciated.

Never heard of a Communications Service Ribbon....Community Service Ribbon maybe?

Not that I am aware of. It is one of the old cloth ribbons with pictures. I haven't seen anybody wear any of those since I was a cadet in the early 80's ;D

It was awarded for achieving the "Communicators Certificate of Profeciency ". It was extremly rare and from what I understand you almost had to a Professio be  communication engineer to pass it. Of course there were other performance criteria, that I can't recall.

The actual name of the award was "Communicators Certificate of Profeciency"

One of the first things BG Pat Patterson did when he took office in 71 was to get rid of a lot of ribbons, including the Communicators COP, ECI, ribbon, and about a dozen more.

Thanks, now all I need is to find the regulation and manual references to the award so that I can cite them as a reference. I knew that this was the place to look for the information. :clap:

There were some collectors' books on CAP insignia by LTC Louisa Morse (I think that's the correct spelling) that covered the time periods that an item was authorized, and in some cases told of the pubs that authorized it along with the dates of the pubs.

As to getting ahold of the pubs, that might be the hard part. I have collected older uniform manuals, and found a few on eBay. I do have a uniform manual from 1970 at home, but that's of little use to you. Sorry.

I am trying to create a pamphlet that illustrates the various ribbons that the CAP has worn from 1942 to now, and have found a number of images of the ribbon but not the publications that authorized it. Could the authorization for the award be found in a 1968 version of CAPR 39-3 or maby an ICL?

The criteria and award requirents were in the CAPR 100-1 Communications Regulation.

The communications ribbon was basically a follow-on to the radio specialist patches worn on the left forearm on the WWII and 1950s era service coats. 

The first patch was a gold "R" with 8 lightening bolts around it on black cloth, worn Sept. 1943 - Aug. 1951. 

The second version was the same design but white on blue cloth, worn Aug. 1951 - Oct. 1961. 

After a couple year break in recognition, the communications ribbon was used from Jan. 1968 - Jan. 1971, but I remember seeing a few being worn in the early 80s.

In late WWII, the appropriate manual should have been CAPM 34-9 "Procedure Manual for Aircraft Radiotelephone Communications" dated 18 Jan 1944.  There may have been other guidance that applied or gave qualification info for the Radio Specialist patch, but this is the closest I've found. 

Later on, it would have been the CAPM 100-1.  I've also seen a Feb. 1962 version of CAPM 100-2 "C.A.P. Guide for Radio Operators", but I don't know if I can put my hands on a copy to see what it entails.

I have a picture of a 1968 "Radio Operator Certificate of Proficiency", but don't have any other data right now.

Thank you for all of the great information. I did find the information in my oldest copy of 100-1 from the 1960's.
