Travel Arrangements

What do most squadrons do with travel arrangements when they are planning long (or short for that matter) cadet activities? I know in the past C-130 flights may have been available, but how often does that occur now? Who would be contacted to arrange that flight? What happens when the attendance count is bigger then a group or wing van can handle? What is the possibly of using a military base for overnight activities?

Airlifts are harder these days due to deployments, op-tempo, etc.

Transportation is an issue that you'll have to solve by looking at your vehicular resources. 

You can use military bases, or arrange for airlifts.  For those you should be contacting your State Director.  He/she can make contacts for you, get Military Support Authorization Orders and so on...

When flying on military aircraft, you also have to clear things with the NOC, and have some things approved through WIMRS.  (Not 100% sure how that works, as I've not done this type of stuff since that became a requirement.)

Call your Wing HQ.  The PAID National HQ employee will pick up the phone.  That is why they are there.  They can work directly with the State Director and a few other individuals that most members do not have phone numbers for.  If you plan your activity far enough in advance MSA's can be written for almost any activity.  In fact if you remember a few months ago, DOD said CAP members can sit in on military training activities but at personal expense and with approval of the activity commander.
