Thought there was at least one CoC that all the academies report to? Or would I assume that there is a CoC for each academy then they all report to the higher echelon's higher CoC?

No, there is a Commandant of cadets at each academy. The military acadamies are seperate organizations.

No, there is a Commandant of cadets at each academy. The military acadamies are seperate organizations.

The Naval Academy has a commandant of midshipmen, essentially the same except they don't have cadets.
