ADY Entry for Senior Members

Hey fellow CAP members,

I know someone's got to know the answer around here.... The unit commander has been trying to enter another squadron's Deputy Commander as my unit's primary ESO and ES Training Officer as an additional duty assignment. She is also an ADY Group Personnel / Admin officer.

How is an ADY entered? Who must enter it?
