Wing can issue an MSA, which is sort of like "Orders."

When I commanded a squadron, I had a set of orders on my word processer that I could issue if somebody needed them for work.

Do you still have a copy we could use as a template?

Second: Ive heard about MSA, here and on other topics, but never actually seen one.  What is it exactly?

Not anymore.  I've gone through a couple of computers since then.

Use any military order format, put your letterhead at the top, and say something like:

"The United States Air Force Auxiliary unit indicated above, and the members listed in attachments 1 through 3 is activated for the period and purpose indicated below."

Period:  23-25 November 2007

Purpose:  Participation in Search and Rescue Exercise

Authority:  CAPR 35-6.

Official:

(Signature)
I. M. Hardcase
Capt, CAP
Commanding

Then just attach lists of people going on the SAREX.  I broke the lists up as I thought appropriate.  Officers and cadets on the advance party, the main body, and sometimes a rear detachment if somebody manned the HQ while we were gone.
