What are the rules for CAP members using their own personal owned drones? When can CAP members use drones and when they cannot, in missions and activities?

That thread was about SAR. There are lots of other reasons to use drones. The question was about member used drones and rules on use of drones in general.
There is a CAP drone school, so obviously sometimes drones can be used.
Can member used drones be used in indoor activities? A lot of drone flying/learning can be done in a big auditorium.

As an AE project/program/activity, it's no different than any other AE project/program/activity where members bring in their personal equipment for the activity.

As an ES function, no.

None written that I've found yet. As folks around here will tell ya .... if something is not addressed in the rules, then its not allowed.

ES Missions - No. Not authorized, yet.   
AE Activities - Why not? Your drone is a good STEM project.

It is common for CAP to do wildlife surveys and photography, below is an example of the Maryland Wing. I do not know how it fits into the three things you listed above, I just know that CAP has been helping wildlife agencies for a long time.
The Maryland Wing in the below quote probably used a plane to count swans, but can a member owned drone be used instead if the member is properly licensed and insured?

Application of AE? Putting the skills learned and perfected in meetings and activities to use demonstrating not everything we do in AE is done for the sake of AE.

Is there an "Interstate Commerce Clause" like clause in the enabling legislation for CAP?  I wonder how the accounting (and insurance) are handled for those missions?
