Memorabilia.  It's not a part of the IACE or IACEA uniform(s).  On the blazer uniform, you can choose to wear one lapel pin.  Many people wore flags of their country or the crest/symbol of their organization.  People could have worn this, if they so chose, I guess.  But mostly memorabilia.
