Title: CAP/CC and CAP/CV Race Update!
Post by: Turk on May 10, 2008, 11:10:23 PM
Here's how it looks so far...

National Commander:
- A "coronation" for Brig Gen Courter.

National Vice Commander:
- Col Reggie Chitwood, CAP/CS
- Col Russ Chazell, RMR/CC
- Col Russ Opland, MER/CS

Should be interesting!

Russ Opland ran for CV before (against Courter).  He's a good guy, if long winded.

My handicapping suggest that it will be Col Chazzel. He is a sitting Region Commander

Col Chitwood is the National Chief of Staff, but no one has ever made the move from that position to CV or CC.

Col Opland is on a Region Staff. and not a current member of the NEC or NB. He won't stand a chance.

The National Chief of Staff has won election to National Vice Commander.... Brig Gen Paul Bergman made that jump. When Col Lewis won the Vice Commander job for the 1st year of Brig Gen Anderson's term as National Commander , General Anderson appointed General Bergman to the position, a position that had been vacant since the 1980's. A year later the National Board had changed enough to allow General Bergman to win the National Vice Commander job and fall in place to become National Commander.....so not only has a National Chief of Staff won but he beat the sitting National Vice Commander.

Gen Bobick was National CS; Gen Wheless was not a current member of the NEC or NB.
Anything can happen and there are no sure things.

I think Gen Wheless  had served as National Legal Officer which would have made him a NB & NEC member....although maybe not current.

But you are correct anything can happen. Remember General Courter was a former wing commander (Michigan) when she ran for National Vice Commander against sitting NB /NEC members and won by one vote with two members of the NB not voting in the last round....then less then a year later was Acting National Commander. Anything can happen.

Hey, of course, no one made the jump from CS to CC or CV for many years. That's when Larry Kauffman was the CS, and in many respects, the de facto CinC.

Russ Chazell has the right stuff...the vision, the character, and the ability.

Interesting contest for CV, I agree anything can happen.

While the subject of CV is on the floor, wouldn't it make sense to amend our constitution/bylaws to make CV a 4 year term, same as National CC?

Hmm, it might not be the right time for that now. We're fresh from an era when the "Pineda Posse" tried to monkey with term limits. Even a well-intentioned attempt to change them now would meet with considerable gun-shyness from the NB members.  :-[

I can see that, good point....however, I'd like to reduce the campaign season to once every four years anyway!

The National Commander has a single THREE year term.

Wouldn't it make sense for the CC and CV to have identical term lengths?   Why change your National Commander only once every three years, but his or her vice every year?  I'm sure there was a reasoning behind this when it was established; I guess I'm just curious what is that reasoning.

^ 1 year term for CV.  3 years for CC.   Well, it was supposed to be the CV was to be on "probation" for the 3 years.  Basically a reaffirmation before moving up to commander.  Unfortunately, it hasn't worked out that way for a while.

Hopefully, we are  now back on track.  Our current "interim"national commander has been battle tested and is ready for a full term.  The new vice commander has the chance to learn "the job" in a more "relaxed" atmosphere.  It's definitely been an interesting ride :D

I think they should run as a ticket.....the CAP system does not work for the same reason the old US President/Vice Pres system did not work.

The national level is the only place the commander has no real say in their vice/deputy. I mean the group commanders dont get together and select the wing vice commander and force the wing commander to deal with a vice who not only does not support him but is working harder to replace him then help him. Squadron members don't get together and force a deputy on a unit commander. The whole system is messed up.

I have said it before and I will say it again, nothing has changed in the game we just have a few new people playing.

Personally, I'd like to see "running" for CAP/CC eliminated.  CAP should strive to have automated files.  The BOG should have the files of all Cols put before them and they are rated by the BOG members.  The BOG makes its recommendation to SECAF who makes the final selection.  That might get rid of the problem of future TPs.

Sounds like a great idea but national never seems to like to do things the easy way.

Absolutely!!! Just a minor point that you can't push work up, only down. BoG isn't going to do all that foot work. They may appoint a board for the purpose of reviewing applicant packages & files of qualified non-applicants, then make a set of recommendations to BoG (top 10 or whatever) and BoG make the decision with final interviews & appointment.

I def think SecAF or at least CSAF confirmation of the appointment/election is an important issue that should be added. That or Congress will have to do it.

He meant "KS" - Kansas Wing. Boyd is a former Tuskegee Airman, and a perennial CAP/CV candidate.
