Hi, quick question. Are Civil Air Patrol members allowed to use the MWRs? Thank you.

No. AF MARS is, however.

EDIT: On a per-installation basis the commander of said installation may authorize MWR usage. AFI 10-2701, 3.11.1.

Yes.
Common sense applies...
As long as we are not a net drag on a resource, it will be fine.
Government programs are all about numbers and throughput.
Be courteous. Showing up with a bumper crop of cadets on the busiest day for a particular idea is a bad idea.
Some areas have grey areas - say, equipment rental for example.
Use common sense and be courteous.
