Men's service dress uniform (senior member)

Does the service dress coat require the dark blue striping around the sleeves?

Both jackets (Service Coat and Mess Dress Jacket) have the blue braid around the sleeve.

Also remember the following regarding the sleeve braid on service dress:

Officers wear one strip of 5/8" wide dark blue braid all around the sleeve, 3 inches from the end of the finished sleeve of the jacket. (Generals wear 1-1/4" dark blue braid.)

For the corporate service dress uniform (aka the TPU), replace the dark blue sleeve braid with silver braid. It might change over to dark blue, but no decision has been made.

Depends... Senior Members without grade and SM NCOs don't, while officers do.
