Is this new? Once a student pilot is signed off for solo, he cannot perform T&Gs while solo practicing? So is the only solo flight allowed, the XC?

Sounds like they just can't do touch & gos - full-stop only.  That was SOP at the club(s) where I did my private training.  As a solo student, we had to do a full stop landing, exit the runway, clean up the aircraft, and then taxi back for takeoff.
