Mission Number for "Non-Emergency" ES work?

If I had an agency that wanted GIS support for their emergency management team but for a part of the preparedness cycle outside of the "Response" phase, would that merit a mission number?

I would first make sure  you can actually deliver what is being requested. "GIS support" can be very technical, and even legal requirements. What accuracy are they requesting and can you certify the data?
