In a quick search:

39-2, 3.5. Cadet Sponsor Members.  Cadet sponsor member (CSM) is a membership subcategory established to allow parents, grandparents and guardians of current CAP cadets to assist their unit's cadet program by providing supervision, transportation, overnight chaperons and any other CADET related tasks deemed necessary and proper by the unit commander.

If they are not a member, 60-2 says:

2.6.11. Guests & Visitors.  Guests and visitors may interact with cadets only in the presence of an adult leader who has completed CPP screening and training per chapter 3. Local leaders will ensure that guests and visitors conduct themselves in an appropriate manner.

The other reference to parents :
173-4, 15.a. Parents, community leaders and CAP members may create booster clubs to support local units.  Such booster clubs must exist as entities wholly separate and apart from any CAP control and bear sole responsibility for compliance with local, state and federal laws.

I remember seeing a statement that activities are generally open to parents observing with exceptions such actual ES Missions, etc. Don't remember exactly where it is though.

You do realize that Paul and Hyena are not in the same squadron/wing, right? Paul was just giving his response from the perspective of a squadron commander, not saying that he was OPs gaining/losing squadron commander.

While 3 months is far from a CAPTalk necro record, the site rules do still require that something of substance be added to the conversation. In this case, you immediately started trying to flame people for things that they literally never said. I feel like your posting is being heavily influenced by your personal experiences with CAP and that you may need to step away from the keyboard for a moment.

Thank you for your help. That was where most of my confusion came from. Vanguard, the national website, and the McChord rack builder all showing it but I couldn't find the regulation that allowed it. Thank you for your help figuring that out.

Except NHQ on the NHQ website, and 60-1 5.4.1.4.

Ref CAPR 39-2, Section C, para 14h:
NOTE: A silver star may be attached to the Goddard Ribbon
by those cadets who have earned their Mitchell Award and have satisfactorily completed the
requirements for the Model Rocketry Badge (reference CAPR 50-20, CAP Model Rocketry
Program).

Nothing authorizes an "Honor credit" device on the Goddard (or any other) ribbon.

I have both my model rocketry badge and my Goddard ribbon honor credit. I remember reading somewhere that now that I have my Mitchell I can wear my Goddard ribbon with a silver star. Since I already have one for the honor credit does that mean I have two stars or one? If so what reg says that? Thank you for your time and help.

I don't see anything about promotions in his post. He said POSITION, which I took to mean he would not have a new transfer slotted into a cadet staff position until they had completed three visits and officially transferred to the squadron. Nothing warranting an IG complaint there. Commanders are free to appoint and rescind staff positions as they see fit.

I'm seeking guidance about parental involvement. Is there ANY Reg, Pam, LOI about what a parent is allowed to do or limited from doing?

Background: A parent in our Squadron became an Adult Sponsor and quickly determined that she "..had more freedom as a parent!"  So she let her membership expire and now she is our Sqd private Facebook page administrator, runs events like Open House, etc.

Is there anything that prohibits this?

In THIS case, the Commander has changed the "minimum" to 77 days for no justifiable reason. Childish IMHO.
